Stearns County has commissioned Klein McCarthy Architects, in association with HDR, to design a new Justice Center on a greenfield site at the edge of St. Cloud. The facility is designed to meet the county’s current needs while allowing for future expansion to accommodate growth over the next 50 years.
The building incorporates Trauma-Informed Design Principles to promote safety, well-being, and healing. Key features include views of nature, staff break rooms with exterior access, and dedicated respite spaces featuring large-scale nature graphics.
The Justice Center will consolidate several county services into a single facility. It will include a 270-operational bed jail (with infrastructure to support up to 350 operational beds), five jury courtrooms, one large jury courtroom, four hearing rooms, and offices for Court Administration, the County
Attorney, Human Services, the Sheriff’s Office, Dispatch, and Emergency Management. A central focus of the design is the strategic arrangement of departments to encourage collaboration and spontaneous
interaction among staff from different agencies.
